Job Description
Summary
The Therapeutic Innovation Center (THINC) Administrator serves as the administrative leader and senior management advisor to the Center Chair at Baylor College of Medicine (BCM). This position is critical to the Center's long-term success through active leadership and oversight of the strategic planning activities.
The primary responsibilities of this position are to generate, manage, and interpret strategic priorities; provide financial management and accountability for all Center resources; and to provide administrative infrastructure for faculty, staff, and trainees. These responsibilities cover each of the College's primary missions of research, commercialization, and education. This role is visible and dynamic, providing strategic and administrative leadership in multiple venues beyond the Center, including engagement of public and private sector partners for scientific innovation and commercialization opportunities. The Administrator collaborates with Chair and other Center Leadership to engage private sector stakeholders and build strategic roadmaps for external partnerships. The Administrator reports to the THINC Center Chair and Chief Operating Officer of the College. This position is eligible for an annual performance-based bonus.
Job Duties
Strategic Planning and Implementation
- Develops and directs short and long-term strategic business plans for the Center in alignment with overall College priorities, while actively serving as the senior financial and administrative manager.
- Prepares business analyses, funding plans, and development proposals; implements plans for new programs; and designs and executes changes to existing programs.
- Collaborates with Chair and other Center Leadership to engage private sector stakeholders and build strategic roadmaps for partnerships.
- Maintains accountability to the Chair and Chief Operating Officer for continuous progression and successful completion of these plans and programs.
- Drives continuous improvement in all domains and participates in College-wide efforts.
Operations Management
- All operational activity for the Center flows through this positionwhether directly performed, assigned to divisions, or delivered by operational partners, all Center operations are the responsibility of the Center Administrator.
- Directs strategic business, programmatic, policy development, and operational planning in concert with the Chair and Chief Operating Officer.
- Provides financial analysis and programmatic oversight for the Center; plans and manages all financial areas including all aspects of revenue and expense management.
- Serves as the administrative liaison for Center programs with external partners and within the divisions and College.
- Provides administrative direction and coordination of day-to-day functions, including those involving other BCM entities whose work impacts the business of the Center.
- Ensures that administrative services in the Center are compliant with all applicable BCM policies and procedures.
People Management
- Refines and develops an administrative structure that provides the necessary level of support services needed for the Centers continued success and strategic growth.
- Responsible for the oversight and direction of Human Resources activities across the Center.
- Partners with the Office of Human Resources related to workforce planning, development, and HR activity policies, procedures, and timelines.
- Oversees employee decisions and actions, including promotions, salary actions, performance evaluations, training, performance management, and terminations.
- Maintains compliance with College guidelines and policies including Compliance, Code of Conduct, HIPAA, Respectful and Professional Workplace, and Title IX.
- Partners with the Chair in faculty recruitment activity and salary negotiations.
- Oversees faculty appointments, promotion/tenure, and non-renewal processes within the Center and in adherence to College policies and timelines.

Budget and Financial Management
The Center Administrator leads complex Center finances and budget functions. Responsibilities include:
- Strategically manages financial resources for the Center to achieve optimal utilization, including financial planning, budgeting, and accounting functions of service units.
- Leads complex finances, fiscal resources, and budget functions with overarching fiscal responsibility for the Center.
- Directs financial staff by providing planning, budgeting, and accounting functions for operating, capital, grant, and gift budgets; employs appropriate stewardship of available funding streams.
- May manage separate budgetary units in multiple entities.
- Analyzes financial reports and records, and initiates corrective action in coordination with College leadership.
- Exercises independent judgment and decision-making authority as delegated by the Chair to facilitate the optimal use of all resources.
- Advocates for high standards and holds staff and faculty accountable to financial management policies involving personnel/payroll, purchasing, budget management, and travel.
- Provides fiscal guidance and counsel to faculty and staff to help facilitate leadership’s ability to achieve scientific and educational goals.
- Leads the process for the allocation of funding of faculty salaries and incentive plans.
Educational Program Management
The education programs include, but are not limited to, Undergraduate Medical Education (UME), Graduate Medical Education (GME), Continuing Medical Education (CME), Allied Health and Graduate School of Biomedical Sciences. BCM education programs are accredited by several accreditors, it is vital to ensure BCM programs stay in compliance with all standards and regulations. In support of the Center Chair, responsibilities related to academic program administration include:
- Oversees all administrative aspects of all educational programs.
- In conjunction with the Program Director and Program Management Team, develops Center administrative policies and procedures to ensure that educational requirements are met for all learners.
- Oversees Center-led and Center-partnered national symposia in areas aligned with Center expertise and strategic goals.
- Maintains effective recurring educational activities including weekly lectures, seminar series, and other trainee-focused events.
- Oversees staffing of faculty and administrative FTE to carry out the spectrum of educational duties and accreditation requirements.
- Partners with appropriate Deans for understanding of relevant educational program needs.
- Allocates protected time and funds to teaching faculty.
- Reviews and approves educational related expenses.
- Assures timely completion of educational metrics and faculty teaching evaluations.

Research Administration Management
The Center's research portfolio includes basic science labs that drive scientific innovation and drug discovery labs that drive translational research and commercialization. These research programs are a key hallmark of our success. The Center Administrator leads research administration to accomplish the following responsibilities, including:
- Collaborates with Center Leadership to align commercialization strategies with funding priorities and development milestones.
- Understands all grant and contract funding sources and how they impact Center funds flow, faculty effort, etc.
- Manages faculty salary distribution on research fund codes, effort, and the distribution of faculty total professional effort.
- Leads research administration to support the needs of faculty and staff operations and support of Center resources.
- Responsible for all aspects of the preparation, submission and administration of grants and contracts.
- Ensures timely invoicing and collection related to sponsored research activity.
- Oversees the analytical review of monthly budget reports to satisfy requirements of sponsor agency, institution, and investigators for planning, budgeting, auditing, and oversight purposes.
- Partners with Research Mission leadership to effectively manage resources.
Change Management / Project Management / Process Improvement
The Center Administrator drives continuous improvement in all domains. Responsibilities include:
- Proactively develops, proposes, advocates for high-priority, high-risk, high-volume, and major activities process improvement in alignment with College strategic objectives.
- Leads the Center's project management functions with support from College resources.
- Leads targeted, recurring communication plans to ensure effective project and process improvement implementation and follow-up.
- Manages routine and crisis communications throughout the Center and with related entities as issues arise.
Space and Facilities Administration
The Center has research, commercialization, and educational activities occurring at multiple sites. Responsibilities include:
- Develops and executes functional space plans and coordinates necessary support services for operations.
- Understands and anticipates impact of remodeling projects within the medical center, implementation, relocation, and coordination of the project in collaboration with College leadership.
- Directs Center loans of institutional space.
- Analyzes space and equipment and preparestimely annual space and capital reporting to the appropriate College personnel.
- Works collaboratively with faculty and staff to manage capital equipment and assets.
- Ensures that equipment within the Center is appropriate as technology and market needs change.
Performs other duties as assigned.
Minimum Qualifications
- Bachelor's degree.
- Five years of relevant experience including prior experience in a management role.
