JOB SUMMARY

The project manager oversees the project lifecycle, from planning and execution to monitoring and closure. They foster collaboration and communication among project team members, stakeholders, and cross-functional teams. They work closely with the Business Analytics team to document project requirements; with the Development team to plan and execute on project deliverables; and with the Quality Assurance team to ensure that deliverables meet the required quality standards and align with the agency's objectives. Their primary focus is to ensure that projects align with the Innovation Programs Team's mission statement, which emphasizes using technology to streamline processes, improve data quality, and enhance the taxpayer experience.

DUTIES AND RESPONSIBILITIES

  • Develop project plans, including scope, objectives, timelines, and resource allocation.
  • Define project success criteria and key performance indicators (KPIs).
  • Make effective decisions when presented with multiple options on how to proceed with the project.
  • Collaborate with Business Analytics team to gather requirements and ensure alignment on project goals.
  • Manage project activities, track progress, and ensure adherence to timelines and budgets.
  • Identify and mitigate potential risks and issues during project execution.
  • Oversee project communication and reporting, providing regular updates to stakeholders.
  • Lead and motivate project teams, fostering a collaborative and productive work environment.
  • Facilitate communication and coordination between project team members and cross-functional teams.
  • Work closely with the Quality Assurance team to ensure project deliverables meet quality standards.
  • Participate in testing activities and provide feedback on software quality and functionality.
  • Identify opportunities for process improvement and innovation within project management practices.
  • Contribute to developing and implementing innovative solutions that enhance the taxpayer experience.
  • Build and maintain strong relationships with project stakeholders, ensuring their needs and expectations are met.
  • Effectively communicate project status, risks, and achievements to stakeholders.
  • Manage stakeholder expectations and address any concerns or issues that may arise.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

  • A bachelor’s degree or a combination of education and relevant experience.
  • Plus, 4 years working in a project implementation role is highly preferred.
  • OR an equivalent combination of education and experience

PREFERRED QUALIFICATIONS

Preference may be given to applicants who have project management experience in tax or government knowledge.

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

Travel may be required for this position. Applicants may need to have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

The primary work location will be on-site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work on-site with occasional telework at an off-site location, generally in the applicant’s home. To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
