Job Description:

The National Director (ND) provides strategic and executive leadership for World Vision’s ministry in Cambodia, with overall accountability for achieving sustained improvements in child well‑being. As the executive leader of the National Office, the ND stewards the organization’s vision, strategy, people, and resources to deliver high‑impact, accountable, and sustainable ministry aligned with Our Promise and World Vision Partnership priorities.

The ND leads the development and execution of a clear national strategy that integrates programming, advocacy, operations, and resource mobilization to achieve measurable child well‑being outcomes at scale, while maximizing yield to ministry and ensuring strong governance, safeguarding, and compliance.

As both a national and global leader, the ND models Twin Citizenship by contributing to Partnership‑wide leadership, innovation, and learning, and by applying global best practices to the Cambodian context. The ND serves as the principal representative of World Vision Cambodia, strengthening relationships with government, donors, churches, partners, and communities, while modelling Christ‑centered, servant leadership consistent with World Vision’s values and Christian identity

KEY RESPONSIBILITES

Lead Strategy Execution and Organizational Performance - 20%

  • Lead strategy development in alignment with the Global Strategy (Our Promise Phase 3)
  • Translate national strategy into clear priorities, bold targets, and execution plans
  • Simplify structures, processes, and decision‑making to increase agility and speed
  • Align programs, operations, and support functions around shared outcomes
  • Embed accountability, performance management, and adaptive learning
  • Lead change to ensure the organization remains relevant, responsive, and resilient
  • Enable faster course‑correction based on data, evidence, and context shifts

  • Lead a unified, diversified revenue strategy across sponsorship, grants, and PNS.
  • Position WV Cambodia as a strong local resource mobilization platform
  • Strengthen grants acquisition aligned to prioritized child results
  • Promote innovative and non‑traditional funding models
  • Ensure sponsorship delivers clear results for children and a delightful donor experience
  • Strengthen forecasting, portfolio oversight, and revenue accountability

Steward Resources, Risk, and Yield to Ministry - 15%

  • Steward financial, human, and physical resources to maximize yield to ministry
  • Ensure compliance, safeguarding, and risk management across the organization
  • Optimize operating models and cost structures to direct more resources to impact
  • Use predictive planning to strengthen long‑term sustainability and resilience
  • Promote integrity, transparency, and zero tolerance for fraud or misuse
  • Ensure duty of care, security, and organizational risk are proactively managed

  • Lead, coach, and develop a high‑performing Senior Leadership Team (SLT) with clear collective accountability for results for children
  • Build SLT effectiveness through role clarity, trust, disciplined decision‑making, and shared ownership of national outcomes
  • Design and evolve a future‑ready organizational model that is agile, context‑appropriate, and aligned to Our Promise Phase 3 priorities
  • Embed a Christ‑centered, values‑led culture that shapes leadership behaviors, organizational norms, and ways of working
  • Strengthen leadership depth, succession, and critical capabilities required for future impact and sustainability
  • Foster a learning‑oriented, adaptive culture that uses data, evidence, and reflection to drive continuous improvement
  • Enable adoption of digital and AI‑enabled ways of working that simplify processes, increase agility, and free capacity for impact

Represent and Position World Vision Cambodia Internally and Externally - 20%

  • Serve as the principal representative of World Vision Cambodia with national and sub‑national government, donors, churches, private sector, and civil society
  • Build and steward strategic external partnerships that advance prioritised child results, advocacy outcomes, and sustainable funding
  • Lead evidence‑based advocacy and policy influence efforts aligned to Our Promise Phase 3 child and advocacy results
  • Strengthen internal engagement and collaboration across WV Cambodia to ensure consistent positioning, messaging, and external alignment
  • Actively practice Twin Citizenship by engaging with Regional, Global Centre, and Support Office colleagues to share learning, talent, and resources
  • Align national priorities with Partnership strategies, ensuring Cambodia both contributes to and benefits from Partnership‑wide initiatives
  • Safeguard and strengthen World Vision Cambodia’s reputation as a trusted, Christian, child‑focused organization through consistent and responsible engagement

REQUIRED KNOWLEDGE, SKILL AND EXPERIENCE

  • At least ten (10) years of senior strategic leadership and National Director/ Country Director experience, preferably within a complex international or multi‑country organisation.
  • Strong understanding of the political, social, and economic context of East Asia, particularly Cambodia, and its implications for a Christian international NGO.
  • At least five (5) years of senior‑level programme leadership experience in a developing country context, with demonstrated accountability for results and resources.
  • Proven experience managing complex operating budgets of USD 25 million or more.
  • Master’s degree or equivalent experience with training and experience in resource development and organizational management.
  • Fluency in English
  • Adequate physical health to meet the demands of the job, including to travel up to 25% of the time

Preferred Experience, Knowledge and/or other Qualifications

  • A good understanding of trends in the humanitarian industry and non-governmental organizations in relation to relief, development, advocacy and resource mobilization.
  • A proven track record of delivering consistent, quality results with accountability and integrity.
  • A good knowledge of financial management and accounting principles.
  • Experience and/or understanding of matrix management.
  • Media relations.
  • Proven ability to negotiate with all levels of government stakeholders. Ability to cope under significant pressure.
  • Ability to maintain effective working relationships with all levels of staff and other stakeholders.
  • Ability to communicate and negotiate with key internal and external stakeholders at a national and international level
  • . Familiar with current donor trends, both private and public.
  • Ability to engage churches across denominations. Ability to work in an inter-faith context.
